This is a vintage Japanese ceramic bowl known as a  ochakoboshi (waster water bowl) used in a Japanese sado/chado (tea ceremony). This vessel has a Japanese artist's seal imprinted on the bottom (see picture 8). It is a type of Kyo-yaki / kiyomizu-yaki (made in Kyoto) tea bowl. This bowl has floral imagery, depicting the flower kiku (Chrysanthemum).

During the tea ceremony the tea bowl is rinsed once to warm the bowl and another time to rinse it clean. The water used to rinse the tea bowl is drained into a Kensui such as this. This bowl measures 4 1/2" in diameter by 3" tall (11.5 x 7.5 cm). Having been in storage with limited use since the mid 1900's it remains in very fine condition.
